# CIVCNCT Ukraine

> Your direct line to public services. Independent AI assistant by Innovius UG (Germany). Not a public authority. Answers without guarantee; the linked official sources are authoritative.

CIVCNCT helps people in Ukraine with public administration: it finds the right public service, the responsible authority, forms, deadlines, fees, documents to bring, laws and official warnings, and always links the official source. Actions that involve personal data (prefilled forms, letters, submissions) are prepared and confirmed on the user's own device; nothing is sent without an explicit confirmation.

Privacy: in the web app, ShinrAI (https://getshinrai.com) replaces names, addresses and ID numbers with pseudonyms before the AI model sees the text; town, postal code and dates stay readable. In your own AI client the AI vendor sees the conversation; the tools for AI clients ask for no personal data (postal code or town at most). The service stores no conversations. Agent access (MCP, llms.txt, OpenAPI) follows AICNCT (https://aicnct.com) conventions.

## Tool parameters

### any_find_form
Find official fillable PDF forms for the user's country (applications, registrations, notices, templates such as Kindergeld, Elterngeld, Anmeldung, Wohnungsgeberbestätigung, Wohngeld, BAföG, Gewerbeanmeldung, Vorsorgevollmacht, Meldezettel, cerfa). Use it when the user needs a paper form or asks where to get one. Returns matching forms with the responsible authority, official source, online alternative and a link that opens the form in the app. The form opens without profile values; the user's own device fills them in from the local profile only after the user selects 'Fill from my profile'. Regional forms (e.g. Berlin) are marked, and flagged when the user's location hints point to another place.

### any_prepare_form

Use it after the user picked a form. Returns the hand-off link, which fields the profile can fill, the fields the user fills by hand and how to submit. Nothing is sent to an authority.

### any_public_holidays
List the public holidays of the user's country for a year, optionally for one region (ISO 3166-2 code such as DE-BY). Use it for deadlines and office opening questions.

### eu_citizens_initiatives
List European Citizens' Initiatives (ECI) that are collecting signatures now, with title in the user's language, number of supporters and the official signing page. Optional topic filter. An initiative with 1 million signatures from at least 7 EU countries must be answered by the European Commission. The user signs only on the official page; never sign for them.

### eu_my_meps

### eu_open_data_search
Links to official open data searches for a topic: the European data portal data.europa.eu (datasets of all EU countries) and the national portal of the user's country. Use it when the user wants official datasets (air quality, transport, schools, budgets). It returns search links, not datasets; for Poland prefer pl_search_open_data, which lists datasets.

### eu_weather_warnings
Current official weather warnings for the user's country from MeteoAlarm, which collects the warnings of the national weather services (e.g. DWD, IMGW, Met Éireann, Met Office, MeteoSwiss), in the user's language when issued in it, else English. Optional `region` text filters the warning areas (e.g. 'Bayern', 'Dublin', 'Kraków'). Use it for storms, heat, snow, floods and fog.

### eu_your_europe_guide
Official EU guidance (Your Europe) for cross-border life: moving to or living in another EU country (residence registration, family members), working abroad, social security and pensions, health cover and EHIC, studying, driving licences and cars, taxes, consumer and passenger rights. Use it whenever the user moves between EU countries or is an EU citizen abroad. Query in English keywords; the page text comes in the user's language when available.

### ua_find_service
Find Ukrainian public (administrative) services: the online services of the Diia portal and the official register of 1,900+ administrative services (owner, where to apply, documents, fee, duration); checked key facts (current fees) first. Examples: 'реєстрація місця проживання', 'паспорт для виїзду за кордон', 'допомога при народженні', 'ФОП', 'damaged property'. Ukrainian keywords work best; English and Russian terms for common services are translated. Then read one with ua_service_details.

### ua_law_link
Official link to a Ukrainian law, code or resolution on zakon.rada.gov.ua (Verkhovna Rada). Give the act number as written in documents (e.g. '2939-VI', '1871-IX', '254к/96-ВР') or the title of a key act (Constitution, Civil/Family/Tax/Labour Code, administrative services, access to public information, citizens' appeals, personal data, residence registration, IDPs, military duty, mobilisation, pension, free legal aid). The tool does not read the text (robots.txt forbids automated access).
